  It is possible to burn Wii games with the right disks and hardware, but it is *illegal* and therefore discussing it on here would be against the Community Guidelines.

  In order to play burned games you *will* need a mod chip, so to answers that question, no.

  Mod chip aren’t safe to install, a more safe alternative is to get the home brew channel(easy and a less chance of getting your wii brick installing it yourself). Which requires a copy of twilight and a SD card(2GB or lower(no wii sd card)no SDHC version 3.9 and lower,version higher than 3.3 require downgrade after installation) instructions. Then find a legal place to download wii games, don’t be scam searched it on google, and find the first few link. Instruction link: , .
